Julius Ceasar

Brutus gives his thoughts of killing Caesar in William Shakespeare’s tragedy Julius Caesaract 2 scene 1. In Brutus’s soliloquy he reveals how Caesar â€Å"might change his nature† (4). Brutus also states â€Å"he may do danger† (8). What Brutus is referring to is if Caesar gets crowned he might abuse his power. Brutus is an honorable man who is for the people of Rome. Although this might not be his reasoning for killing Caesar. It may be that Brutus himself wants power. Therefore Brutus is willing to do anything necessary to get what he wants. The metaphor Brutus uses in his soliloquy is how Caesar may climb â€Å"young ambitions ladder† (13). Brutus repeats that Caesar is climbing a ladder to get what he wants. To repeat Brutus declares â€Å"whereto the climber-upward turn’s his face but when he once attains the upmost round he then unto the ladder turns his back† (14-16). To be sure Brutus wants to join the conspirators to kill Caesar, Brutus articulates how Caesar will turn his back on the people that he once used to get to the high place he wants to be at, which is the crown. â€Å"So Caesar may† (18). Which means Caesar might do all these bad things. Therefore Brutus thinks of Caesar as a â€Å"serpent’s egg† (23). Thus Brutus thinks it’s necessary to â€Å"kill him in the shell† (25). At the end of Brutus’s soliloquy Brutus has made up his mind to join the conspiracy and kill Caesar. There could be many topics from this quote but the two most important topics are projection and ambition. In this soliloquy Brutus projects how he feels about Caesar. In doing so, Brutus manipulates what Caesar actions to get what he wants. Brutus wants what is best for the people and himself and Brutus thinks that Caesar will do harm to the people if he is crowned. Brutus also suggests that Caesar will change and be a different person. Everything that Brutus projects about Caesar, Brutus is construing to his own fashion. To be correct Brutus states that Caesar is ambitious. Brutus implies that Caesar is striving for the crown. Although Caesar doesn’t show his ambition literally he shows it other ways. Granted that Brutus may also be ambitious, due to the fact that he wants to kill Caesar and join the conspiracy. Brutus says that Caesar is ambitious for power but that might not be the case. It might be that Brutus is more ambitious than Caesar for power. Brutus does not show how ambitious he is for power until the end of his soliloquy. In this soliloquy it shows how ambition can be a negative connotation because desires something. Brutus esires Caesar to die and to make him self seem like honorable man to the people. Although in reality Brutus is just trying to get one of his desires. And Caesars desires were the crown. If Caesar desires the crown then Caesar is in the way of Brutus’s desire. So therefore Brutus needs to think that killing Caesar is the right thing to do for himself. To conclude Brutus must kill Caesar to get what he desires the most. Although Brutus was not only influenced by his desires but the desires of Cassius. By the end of this quote it shows how Cassius projected Brutus’s thoughts of Caesar. Therefore Brutus must kill Caesar.

Anthem Ayn Rand Essay In the book Anthem, Equality 7-2521 (Equality) lived in a society where everyone was equal and treated with disrespect. The society had no tolerance for being different and having their own opinion and ideas. People couldn’t even pursue the career they dreamed of having. They were punished for disobeying any of these â€Å"rules†. Despite Equality’s strict society, his motivations in conducting his experiments are finding individuality, starting a new revolution, finding freedom, and trying to become a scholar. Equality’s inspiration, will, and determination lead him to spark a new revolution. After Equality found the black hole, he kept habitually going back to it, to discover new things and gain intelligence. He was finding more about himself and discovering that everyone was not the same and not everyone has the same talents in life. Even though it was against the government’s expectations about everyone being equal, Equality was happy to break the law, so he could learn more. Equality says, â€Å"And yet there is no shame in us and no regret. We say to ourselves that we are a wretch and a traitor. But we feel no burden upon our spirit and no burden upon our spirit and no fear in our heart.† (Rand 37) Equality was curious. He wanted to find out about the unknown. By showing his invention, he would spark a new revolution of light. He would inspire people to create and learn. True joy comes from what a man can do with inspiration, desire, will, to better people, and while doing that Equality learns that it will allow him to achieve more in society. Equality wanted to accomplish something by himself and prove that not everyone meets the expectations of their job. In other words that’s saying that just because you come from a poor family, doesn’t mean you’re going to be poor when you become an adult. Anyone can achieve what they set their mind to, and Equality made up his mind, he wanted to be different and he wasn’t going to give up. When Equality discovered his invention he wanted to prove the scholars wrong and to prove to them that not everything had been discovered. Equality says, â€Å"The Council of Scholars has said that we all know the things which exist and therefore the things which are not known by all do not exist. But we think that the Council of Scholars is blind. The secrets of this earth are not for all men to see, but only for those who will seek them. We know, for we have found a secret unknown to all our  brothers.† (Rand, 52) He just wanted to prove that he was smart enough to be a scholar. His invention proved that anyone can do great things and his brother’s look up to him. Equality only knows what he is capable of not â€Å"we†. Throughout the process of his invention, going to the Palace of Corrective Detention, going before the Council of Scholars, and running away, Equality has found his individuality. After he ran away, and found his new house, he came across the word â€Å"I† in the manuscripts, and he has started a new way of living. Equality says, â€Å"Then I called the Golden One, and I told her what I had read and what I learned. She looked at me and the first words she spoke were: â€Å"I love you.†Ã¢â‚¬ (Rand, 98) Equality is determined, strong, motivated, and won’t let anyone bring him down. â€Å"Then, tonight, we knew that we must escape. For tomorrow the World Council of Scholars is to meet in our city.† (Rand, 66), say’s Equality. Equality has realized how different he is than others. He is smarter than the Council and the Scholars. He knows now he can teach others about electricity. He can help people find individuality and help them find out how they’re unique. Joy comes from his heart because he has never done anything on his own and now he can achieve more expectations that just any street sweeper. Throughout the book, Equality goes against the government because he is searching for freedom. In the book, Equality talks about wanting to see himself but that is against the law, when he runs away, he finally seems himself. Equality wants to see his own image because, his entire life he has never seen it, and he has only seen the faces of his brothers. Equality sees his own face for the first time and says, â€Å"We sat still and we held our breath. For our face and our body were beautiful. Our face was not like the faces of our brothers, for we felt no pity when looking upon it. Our body was not like the bodies of our brothers, for our limbs were straight and thin and hard and strong. And we thought that we could trust this being who looked upon us from the stream, and that we had nothing to fear with this being.† (Rand, 80) Now that he is thinking for himself he wants to know more about himself. He never received the chance to find out what kind of person he was when he was young, so now that he is older he wants to know more about himself. He falls in love with Liberty the first time he sees her, and in their society they’re not supposed to take notice of the opposite gender.  Equality whispers, â€Å"For men are forbidden to take notice of women, and women are forbidden to take notice of men. But we think of one among women, they whose name is Liberty, and we think of no others.† (Rand, 38) When Equality and Liberty both run away they can finally be together, and start their family. Equality wanted Liberty, so he found a way, and got her. When Equality finally finds freedom, on the first day in the forest, he says, â€Å"We awake when a ray of sunlight fell across our face. We wanted to leap to our feet, as we have had to leap every morning of our life, but we remembered suddenly that no bell had rung and that there was no bell to ring anywhere. We lay on our back, we threw our arms out, and we looked up at the sky. The leaves had edges of silver that trembled and rippled like a river of green and fire flowing high above us.† (Rand, 78) Equality was free. In conclusion, Equality’s self-determination and perseverance allowed him to conduct his experiments without anyone telling him otherwise. Even though he had tough obstacles to climb over to have his invention, he didn’t let anything stop him. The Council of Scholars was his biggest challenge with his experiment and he overcame them. The biggest part of Equality conducting experiments was finding individuality within himself. He knew that people should not be treated the exact same and everyone had a mind of their own. Educational In Cambodia Essay

Education is very important means to train and build up human resources for development of each country and it is also important for development of child as person. However, educational system in Cambodia has suffered too much during Khmer Rouge Regime from 1975 to 1979. After that period, the government has tried to improve it by cooperated and collaborated with external aid and non-governmental organization (NGOs). According to the Cambodian constitution, it states that â€Å"the state shall provide free primary and secondary education to all citizens in public school. Citizens shall receive education for at least seven years†. Nowadays, though the pupils have no pay the fee, they still have to spend money on other things such as stationery, textbooks, contribution fee etc. Moreover, some provinces students are asked to spent money to teacher for fee; this is the problem that prevent pupil from poor families from attending school. About a half a million Cambodian children from 6 to 11 years old have no access to school, then 50percent of those who entered grade one dropped out of school and had to repeat the class. Those problems are caused by video games, karaoke and the presence of brothel for the students in city, and for female pupils, they could not attend school because of many problems. First, parents are poor, so they cannot provide children to learn and sometime they need their children, especially the girls, to earn money to support the family. Second, the schools are located too far away from their house. Only boy can go to school at some distance from home because they have given accommodation in pagodas near the school. The last one is some parents do not understand about the important of education, so they do not allow their children to attend school. Moreover, the ministry of education has not provided adequate education for minority children. Many children cannot access to school, and there is no provision for schooling in minority languages except for classes provided by private ethic associations. Even though some organizations co-operated with government to provide school for those, this effort is not yet enough. Then, the quality of education in Cambodia is very poor, especially in remote area such as Kompongthom, Kompongcham, Ratanakiri province and so on.

There is much seriousness about the issue of white-collar crime. What is white-collar crime you may ask. White-collar is defined as, ‘a generic term for crimes involving commercial fraud, cheating consumers, swindles, insider trading on the stock market, embezzlement and other forms of dishonest business schemes. The term comes from the out of date assumption that business executives wear white shirts and ties. It also theoretically distinguishes these crimes and criminals from physical crimes, supposedly likely to be committed by â€Å"blue collar† workers. † Many people do not realize how serious white-collar crime is. There are many different forms of white-collar crime, our textbook states, â€Å"white-collar or economic crime includes (1) securities and commodities fraud; (2) insurance fraud; (3) health care and medical fraud; (4) telemarketing fraud; (5) credit card and check fraud; (6) consumer fraud, illegal competition and deceptive practices; (7) bank fraud, embezzlement and pilferage; (8) computer-related fraud; (9) bankruptcy fraud; (10) bribes, kickbacks and payoffs; (11)money laundering; (12) election law violations; (13) corruption of public officials; (14) copyright violations; (15) computer crimes; (16) environmental crimes; and (17) receiving stolen property This assignment requires us to write a paper on a form of white-collar crime that we feel is the must dangerous form and why. I feel the most dangerous form of white-collar crime is police corruption, which is also defined as public corruption. Public or police corruption is defined as; Public corruption involves a breach of pu blic trust and/or abuse of position by federal, state, or local officials and their private sector accomplices. By broad definition, a government official, whether elected, appointed or hired, may violate federal law when he/she asks, demands, solicits, accepts, or agrees to receive anything of value in return for being influenced in the performance of their official duties. As, I previously stated, white-collar crime is a very serious problem in America and there are many reasons why and many cases, statistics and evidence to support my reasonings. My reasonings for choosing police corruption as the most dangerous form of white-collar crime differ and are probably pretty biases. Police corruption is a very dangerous crime, because police are supposed to protect and serve. So, if you have a department that is corrupt they are not doing what they were hired to do. When you swear in as an officer you state that, As a Law Enforcement Officer, my fundamental duty is to serve mankind; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all persons to liberty, equality and justice. I will keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life, I will be exemplary in obeying the laws of the land and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I will never act officiously or permit personal feelings, prejudices, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminal, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities. I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession†¦ law enforcement. This oath states that you will not use your badge as a way of getting what you want. â€Å"It isn’t hard to explain the growth of corruption. Relative to other opportunities, legitimate or illegitimate, the financial temptations are enormous. Many police officers are demoralized by the scope of drug trafficking. No matter how diligent an officer may be eradication programs and millions of arrests have done little to stop drugs which are now cheaper, purer, and more available than ever. Given the dangers of their job, the indifference of many citizens and the frequent lack of appreciation are no doubt disheartening. Some police also recognize that their real function is not so much to protect victims from predators but to regulate an illicit market that can’t be suppressed and that much of society prefers to keep underground. † Many individuals do not realize how serious and how often this happens in law enforcement departments and how many officers get away with corruption and how much it dishonors their departments. This is why I believe police corruption is the most dangerous form of white-collar crime. As I previously stated, I believe it is important for a community to feel safe and confident in their enforcement officers. So, the corruption of officers will and could cause very serious problems in a community. If the police, the authority of the community are involved in crime then why would the community is going to be involved also.

Recruitment And Selection In A Social Setting

INTRODUCTION People form an integral part of an organization. Indeed, there is no organization that can run without its human resources. Recruitment and selection has thus far reaching implications for the proper functioning of the organization. Most organizations are known to eagerly have their posts filled in order to ensure continuity of services. It is however important to ensure that the staff to be recruited are properly screened prior to their appointment, especially in a social setting. The welfare of the children and vulnerable adults must be put first, as opposed to just filling vacancies. Staff must therefore be properly screened prior to their appointment so as to deter, reject and identify those who might cause harm or abuse to the children and vulnerable adults. Only after a rigorous and satisfactory recruitment and selection process that appointments are made. This robust recruitment and selection process contributes to a safer workforce, whose duties should reflect on their commitment to safeguarding and promoting the welfare of vulnerable adults. Where there allegations or suspicion of abuse especially to vulnerable adults, the stages outlined below may be followed in resolving the issue. Alerting: – this concerns the responsibility of recognizing abusive situations and reporting them to the line manager. Alerting plays a major role in safeguarding and protecting children and vulnerable adults, and any concerns of possible abuse, however trivial, must be reported (SSD 2006). Referral: – Referrals are then made to an appropriate designated officer. Contact can be made via telephone; however, this must be confirmed in writing within 2 working days. When deciding on the level of urgency of the referral, the degree and extent to which the risk poses harm to the vulnerable adult must be the deciding factor (SSD 2006). Some cases such as life threatening situations will require a rapid response. Screening: – At this stage the substance of the alleged abuse is screened by the designated officer alongside other professionals (SSD 2006). In determining whether there is need for further investigation, certain factors must be taken account of including natur e and extent of abuse, vulnerability of the individual, impact, length of time and the risk of repeated acts on other vulnerable adults (SSD 2006) Planning the investigation: – upon confirming receipt of the referral and after carefully screening and determining the need for further investigation, the designated officer may then convene a strategy discussion and appoint an investigating officer (SSD 2006). The strategy decision will ensure that there is an early exchange of information in order to clarify the actions to be taken and to determine the method of investigation which can either be a single agency, joint investigations or joint investigations with the police (SSD 2006). Investigation: – the investigation strategy agreed at the strategy discussion is then implemented. The investigating officer conducts the investigation while keeping the designated officer fully informed. A primary consideration to be made at this stage is to involve vulnerable adult in the i nvestigation. The investigation will establish facts about the circumstances, decide whether there are grounds of concern, identify the level of risk and the sources, determine the person responsible and recommend what action to be taken against them (SSD 2006). Making decisions: Upon receipt of the investigating officer’s report, a case discussion may be conducted to formulate an agreed care and protection plan for the individual. The objectives of the meeting shall be to share and evaluate the gathered information, assess the risk level, agree on an inter-agency care and protection plan, make appointments of persons who will oversee the implementation of the care and protection plan, and identify any therapeutic interventions to the vulnerable individual who has been abused (SSD 2006). This will include conducting an appropriate follow up. Monitoring and reviewing: this stage concerns the aspect of overseeing and ensuring that the care protection plan has effectively been i mplemented (SSD 2006). Where there are still risks to the vulnerable adult, the case can be kept under review and further actions that are necessary to safeguard them taken. LEGISLATIVE AND REGULATORY REQUIREMENTS Underpinning all the aspects of recruitment and selection are the legislative requirements that I, as the HR manager, must adhere to prior to making any appointments, especially in a children and vulnerable adult setting. These include: THE PROTECTION OF CHILDREN ACT 1999 This act provides for the protection of the developmental needs and welfare of children, including the need to be protected from harm (DCSF 2010). CRIMINAL JUSTICE AND COURT SERVICES ACT 2000 This act covers issues of disclosure and child protection (DCSF 2010). It contains a list of convictions that bar offenders from working in a children and young people setting (DCSF 2010). THE CARE STANDARDS ACT 2000 This act provides for the establishment of certain protocols and procedures that bars certain individuals from working with children and vulnerable adults in England and Wales (DCSF 2010). THE MENTAL CAPACITY ACT 2005 This Act safeguards provisions with regard to people that lack capacity and provides protection from deprivation of liberty. According to the statute, all the staff working in a social setting, be it with vulnerable adults or children, must be aware of what constitutes deprivation and restriction of liberty (DCSF 2010). SAFEGUARDING VULNERABLE GROUPS ACT 2006 This act introduces a vetting and barring scheme for the staff working with children and vulnerable adults (DCSF 2010). This act which came into force in November 2006 heralds’ significant changes to the way vetting is done for people working with vulnerable adults and children. The act contains provisions relating to organizations or individuals involved in the recruitment and selection of people for regulated activities such as teaching, health care, social work, guidance and counseling among others (DCSF 2010). Other legislations that regulate the protection of vulnerable adults from harm include the Sexual offences Act 2003, Fraud Act 2006, and Domestic Violence, Crimes and Victims Act 2004 (DCSF 2010). These acts tend to criminalize certain actions hence deterring individuals who are unsuitable for working with vulnerable adults and children. Besides the legal and regulatory requirements outlined above, I will also observe certain professional codes. For example, the Code of Practice for recruitment, this is an important element for achieving excellence in the recruitment and selection of workers in a social care setting (DOH 2004). This code contains a list of standards of professional conduct and practices that must be strongly adhered to by all the employers in the recruitment and selection process (DOH 2004). It is widely acknowledged that the credibility of the recruitment process is greatly influenced by the collective conduct of individual recruiters. In order to maintain the credibility and reputation of my organization, I will endeavor to recruit while complying with the relevant professional codes including the Code of Practice, and Code of Ethics and Professional Conduct among others. The Code of Ethics and Professional Conduct is intended to instill confidence into the process of recruitment and selection. Embracing these professional codes among others will eliminate discrimination, improve on the recruitment process and help maintain best practices. RECRUITMENT AND SELECTION PROCESS In any recruitment and selection process, the candidates must be assessed for their suitability for the position. The selection criteria may be based on structured interviews, PowerPoint presentations, assessment centers and psychometric testing (Wood 1998). Due to the nature of work contained in a social setting, a structured interview will be more suitable as the selection criteria. The use of interviewing as the selection method is important as it not only enables the candidate to demonstrate transferable skills and previous experience that might be useful in undertaking the role, but also evaluates the candidate’s suitability for the post by exploring on other issues related to safeguarding the welfare of children and vulnerable adults (Wood 1998). Hence, as the HR manager, I will first consult with the others specialists in the recruitment industry so as to determine the selection criteria and method best suitable for recruitment and selection in a social care setting. Upon agreeing on a suitable method, say an interview, I will then proceed with the recruitment and selection process which following steps:i) PLANNINGPlanning is vital to successful recruitment. As an initial stage, the planning phase will take account of The amount of time needed to make the adverts A clear and precise definition of the role Applications closing date Time needed for the short-listing to be undertaken Appointment of the interview panel Determining the nature and relevance of interview questions and tasks.ii) RECRUITMENT AND SELECTION POLICYAs providers of social care services, it is obvious that the staff of the organization will have contact with this vulnerable group on a day to day basis. Hence, the recruitment and selection process should not only hire staff of the highest caliber in the performance, but also of positive influence to children and vulnerable adults. The recruitment policy and accompanying procedures must therefore be designed to safeguard and promote this vulnerable group. As the HR manager, I will ensure that an explicit recruitment and selection policy statement that shows the organizations commitment to safeguarding and protecting the interests of vulnerable individuals is included in the various aspects of the recruitment process. This will include incorporating the policy in recruitment websites, publicity materials, advertisements, person specifications, candidate information packs, competency framework, in the job descriptions and induction training as well.iii) ADVERTISINGHaving developed a proper plan and an explicit written recruitment and selection policy, the next step will be to advertise. At this stage, I will ensure that the advert goes in accordance to the time schedule and that the organization’s commitment to safeguarding the needs of children and vulnerable adults are clearly articulated in the advert. For instance, I will include a commitment statement such as below: Everyone in this organization has the obligation and commitment to safeguard and promote the welfare of children and vulnerable adults, and ensure their protection from harm.iv) APPLICATIONS AND SHORT-LISTINGFor any recruitment and selection process, a selection panel is needed to assess the applicants in terms of how well they meet the job specification. However, it is not up to the panel to wade through the resumes and cover letters trying to locate relevant information that meets the selection criterion. The onus is on the applicant to ensure that the relevant information is presented in a form that is easily accessible. This will assist in rating the application against the selection criteria as well as against other applicants, and thereafter identifying those candidates shortlisted for the interview. An easy way of doing this is to draft an application form, which is to be filled in by the applicants. The application form provides the opportunity to emphasize on the organizational commitment to safeguarding and promoting the welfare of vulnerable individuals. It will be my responsibility to ensure that the forms are available for free downloads via the organizational website. Besides sending an application form to the Prospective applicants, I will also ensure that they receive a copy of The aims and objectives of the organization information about the job description, salary grade, person specification and lines of accountability. the time schedule for the interview process and the guiding principles that ensure that the organization is committed to safeguarding and protecting children and vulnerable adults. Upon receiving the applications, I will scrutinize them and undertake the relevant checks relating to qualification, character, suitability, skills and identity. This will include working together with the panel in evaluating the candidates’ application by: the extent to which the requirements of the person specification are met by the applicant. the demonstration of transferable skills and experience to the job in question Where there are discrepancies noted, I will conduct a follow up to confirm and determine the suitability of the candidate for the position.v) REFERENCESAfter wading through the applications presented by the applicants, the information submitted is then scrutinized and tested by contacting their referees. Contacting their previous employers is important in order to determine the legitimacy of their information and their suitability for the position by checking whether there have been any concerns, allegations or disciplinary investigations on their conduct, performance and behaviour towards children. Where there are ambiguities, anomalies or conflicting information, I will conduct a follow up alongside with the referee. Ideally, references need to be taken prior to the interview. However, where they are not taken prior to the interview, the decision to select the applicant for posting shall be conditional upon receiving suitable references and checks.vi) INTERVIEWI will then make arrangements for the interview process, which is the most crucial stage of the selection process as it allows the panel to test the requirements of the person specification. Prior to the interview, I will delegate the necessary authority to the panel to make informed decisions about the appointments; and ensure that the interview panel is well-trained in procedures of interviewing and selecting applicants. This will include the exceptional ability to recognize responses which may question suitability for the post. I will also organize for the Panel to meet prior to the interview in order to reach a consensus on: the standards accepted for appointment in this job, issues to be explored with each applicant, and the agreed assessment criteria. Aligning with the above, I will ensure that the interview questions are relevant and explore on suitability issues. That is, the questions should be linked specifically to the aspects of the job description. The purpose of interview questions is to enable the candidate to demonstrate transferable skills and previous experience that might be useful in undertaking the role (Warner 1992). SCOPE OF THE INTERVIEW In addition to assessing and evaluating the candidate’s suitability for the post, I will instruct the panel to explore on other issues related to safeguarding the welfare of Children and vulnerable adults. These will include exploring on factors: the attitude of the candidate towards children and vulnerable adults What motivates the applicant to want to work in a social setting The candidate’s ability to support the agenda of safeguarding and protecting the welfare of the vulnerable individuals Emotional resilience in working with challenging behaviours. Gaps in employment history Any discrepancies and concerns that may arise from the information provided by the applicantvii) PRE-APPOINTMENT CHECKSBefore making any offer to potential applicants, I will ensure that they have provided satisfactory evidence of: Identity/permission to work:- the applicant must provide proof of identity including the name, address, date of birth and a valid national ID. Qualifications: – this includes original copies of all the relevant qualifications and recommendations from previous employers. These qualifications will be assessed based on the Health and Social Care National Occupation Standards and must confirm competence working within health and social care setting, especially with children and vulnerable adults (AMA 2010). CRB clearance – I will check for any criminal record via the Criminal Record Bureau (CRB). Any offer of appointment in a social setting must be conditional upon a satisfactory CRB disclosure (Bowles 1995). Barring list clearance – Upon determining that the applicant is appropriate for the post, I will conduct checks with the relevant professional bodies including the General Social Care Council.viii) INDUCTION AND TRAININGWhere deemed suitable for the post, I will conduct a formal induction for the candidate which will include consideration of safeguarding and safe practice. This will also include a basic child protection training which will equip the new staff to recognize and respond to child welfare concerns. It is vital to have all the staff trained prior to their appointment so that those that lack the designated lead responsibility for child protection are subjected to refresher courses at three yearly intervals that will keep their skills and knowledge up to date. While those with designated lead responsibility who have taken up the role, may be given training on inter-agency procedures. As the HR manager, part of my duties in the induction and training will include: Explaining to the candidate about the safeguarding policy of the organization Issuing a practice guidance and explaining conduct requirements to the candidate Making known the name and contact details of the Designated Child Protection Officer. Making known to the candidate the health and safety requirements. Assessing the induction and training needs of the candidate. TASK FORCE TO RECOMMEND CHANGES FOR IMPROVEMENT Upon completion of recruitment and selection, I will set up a task force that will examine the frontline social work practice and provide their recommendations on how improvements can be made, especially to the induction and training, recruitment and leadership. CONCLUSION The process of recruitment and selection of staff is certainly no easy task, especially in a children and vulnerable adult setting. While working with this vulnerable group may bring great rewards, it places a great responsibility for the HR managers to ensure that the staff employed to provide these vital services are well suited to the task. Therefore, there is need for HR managers in a social care setting to appropriately screen all the staff and volunteers prior to their appointment. Only after a rigorous and satisfactory recruitment and selection process that appointments are made. This robust recruitment and selection process contributes to a safer workforce, whose duties should reflect on their commitment to safeguarding the welfare of children and vulnerable adults. Have you ever gambled in your life? We live in a world where some form of gambling is within our grasp. It can be fun, exciting, and life changing. Some gamblers may say they have control of their gambling behavior; however, a lot of gamblers do not! Most of them lose so much. They lose their jobs, money, family, and friends. Since gambling has so much potential for abuse, external measurements must be put in place to prevent abusive gambling. Did you know Hawaii and Utah are the only 2 states that prohibit all forms of gambling? Gambling is betting money on any game or event. It takes a variety of forms, from nickel-and-dime poker to state-sponsored lotteries and casinos. Different forms of gambling are legal in different parts of the United States. In the early 1900s, most forms of gambling were illegal in the United States. However, legalized gambling has been on the rise since the 1950s. Casinos are establishments where people can place bets on games. They normally offer a variety of card games, dice games, and games of chance. In 1931, Nevada became the first state to allow casino gambling. New Jersey followed in 1978, making casinos legal in Atlantic City. In 2009, legal casinos were operating in forty seven states. Today, different states have different regulations on casinos. In some states, they are still prohibited entirely. In others, casinos may only be run on the water, like riverboat casinos. Casinos also exist on Indian reservations throughout the country. The Indian Gaming Regulatory Act, passed in 1988, declared that Native American tribes have the right to run gaming establishments on their reservations, as long as they are in a state that permits some form of gambling. By 1998, nearly three hundred Indian-operated casinos existed in thirty one states. Casinos have generated wealth and increased employment rates among Native Americans. However, many Native Americans, especially older people, consider the casinos a threat to their traditional values and way of life. The newest form of casino gambling is the online casino, which allows players to place bets over the Internet. Online casinos raise complicated legal issues. For example, if casinos are only legal in certain parts of a state, is it legal to make online casinos available in other parts of the state? If players are placing bets on the outcome of a game in a real, legal casino in another country, does that mean they are actually gambling in that country and not in their homes? Because of these legal problems, American companies have been reluctant to invest in online casinos. Nonetheless, consumers spent about 3 billion dollars in online casinos in 2000. Further restriction on internet gambling came when Congress passed the Unlawful Internet Gambling Enforcement Act of 2006. The purpose of the law is to prevent the use of certain kinds of payment, credit cards, and fund transfers for unlawful internet gambling. Another common form of legal gambling is the state lottery. A lottery is a drawing in which people purchase tickets. A ticket number is selected at random and anyone holding a ticket with that number wins a cash prize. The first state lottery opened in New Hampshire in 1964. By 2009, lotteries were operating in forty one states, the District of Columbia, and Puerto Rico.
